Locklear was born in Westwood, Los Angeles, California, the daughter of William Robert Locklear and Diane (née Tinsley). She was raised in Thousand Oaks, California and graduated from Newbury Park High School. Locklear is the youngest of four children.

Heather is part Lumbee heritage on her father’s side. Her surname Locklear is actually a Lumbee name meaning ‘hold fast’. The Lumbee are a tri-racial people made up of African, Native and Anglo descent.
